On March 13, 2026, at 8:33 P.M., Deputy Mirovsky with the Washington County Sheriff's Office was dispatched to a robbery at Pebble Park in the city of Lake Elmo, Washington County. Upon arrival, Deputy Mirovsky met with M. A., who stated that earlier in the day, he went to Bill's Gun Shop in Robbinsdale with a friend, "Mohamed," and purchased a Glock 19V 9MM 4.02" handgun. M. A. Did not know Mohamed's full name, date of birth, or contact information, but stated that he possibly lives in Fridley. M. A. Has known Mohamed for approximately one year.
M. A. Explained that after he purchased the firearm, he and Mohamed travelled to Pebble Park in Mohamed's vehicle, which was described as a four-door white Lexus sedan with Minnesota license plates and heavily tinted windows. At the park, Mohamed used M. A.'s cell phone to take pictures of M. A. Holding the firearm. Mohamed then took M. A.'s cell phone and the firearm and got into his vehicle. M. A. Tried to get into the vehicle through the passenger door, however Mohamed rolled down the window, pointed the firearm at M. A., racked one round into the chamber, and stated he would shoot him.
M. A. Stated he feared Mohamed would shoot him, so he walked away as Mohamed drove off with his firearm and cell phone. The firearm was valued at $579.00, and the cellphone was identified as an iPhone 17 Pro Max and valued at $1,199.00. M. A. Described Mohamed as a black male, 5'9" tall, approximately 20 years old with a slim build. M. A. Walked to a nearby home and asked for help calling 911. On March 14, M. A. Called Deputy Mirovsky and reported that Mohamed's phone number is [PHONE REDACTED]. Deputy Mirovsky contacted the Fridley Police Department, who researched the phone number and determined it was associated with MOHAMED MUKTAR MADEY, [DOB REDACTED], in previous contacts they had with that individual.
MADEY matched the physical description of "Mohamed" as described by M. A. Deputy Mirovsky searched DVS records and determined that MADEY has a white, 2016 4-door Lexus sedan bearing Minnesota license plates registered to him. On March 18, Deputy Millington received a phone call from M. A., who stated that he was added into a group Snapchat with people that he believed to be MADEY and two of MADEY'S friends. M. A. Stated that he recognized one of the voices in the conversation as MADEY. MADEY was aggressive towards M. A. And stated, "don't get cops involved, pussy." MADEY also asked M. A. To meet him in North Minneapolis, however M. A. Did not agree.
On March 20, M. A. Came to the Washington County Sheriff's Office for an interview. M. A. Was presented with a photo lineup and identified MADEY as the person who robbed him. M. A. Also stated that through the "Find my iPhone" application, he observed that his phone pinged several times in the vicinity of I-694 west of McKnight Road in White Bear Lake. On March 23, Detective Nelson recovered M. A.'s phone on the north side of the westbound lanes of I-694. The screen was cracked in several locations and appeared to have been tossed out of a motor vehicle.
