A 19-year-old Saint Paul man has been charged with second-degree murder in the fatal shooting of a 14-year-old boy inside a Burnsville apartment complex in February.

Da'Carri Rennel Hood faces one count of second-degree intentional murder in the death of Charles Darnell Moore. Hood was arrested Friday after a nationwide warrant had been outstanding for about a month. He made his first court appearance Monday and is being held without bail at the Dakota County Jail.

Burnsville officers responded to the Glen at Burnsville apartment complex around 10:30 p.m. on Monday, Feb. 9, after a report of gunshots heard in a hallway. They found Moore lying face down in a hallway with multiple gunshot wounds. A single spent 9mm casing was found near his body. Officers administered emergency medical care until medics arrived. Moore was taken to a hospital, where he died.

The medical examiner determined Moore suffered three separate gunshot wounds: to his left index finger, the front of his left thigh and the center of his back. The shot to his back went through a vertebra and his spinal cord. The cause of death was ruled multiple gunshot wounds and the manner was homicide.

According to a criminal complaint, a group of six people arrived at the apartment complex in a single vehicle that night. Five got out while the driver stayed behind. They entered the building and walked down a hallway in two separate groups before heading toward a stairwell.

When the second group entered the stairwell, they encountered Hood and another male standing inside with guns, according to one witness. A female witness who had been let into the building separately said six males walked past her in the hallway — three in front and three behind. She stepped aside to let them pass. When the males reached the stairwell, she heard two or three shots and saw three of them running back down the hallway toward the entrance. She saw one gun, which she described as black with a green laser.

Moore was found about 65 feet from the stairwell, suggesting he was shot near that location.

Shortly after the shooting, Hood was seen leaving the building with a gun in his hand, the complaint states. Within minutes, he was overheard saying he shot Moore because Moore had pulled a gun on him, calling it "him or me." Within about an hour, Hood was heard saying he needed to leave because he had just shot someone, adding "I killed somebody, I'm going to jail."

A complaint warrant was issued on Feb. 26. Hood was arrested on Friday, March 27, by the Burnsville Police Department. He is scheduled to appear in court again on April 9 at 1:30 p.m. in Hastings, where bail will be argued.

Second-degree intentional murder carries a maximum sentence of 40 years in prison.
