An Andover man is charged with firing a handgun at a woman's vehicle as she fled a domestic disturbance and with her child still inside the car.
Sayveon Amantay Collins, 22, is charged in Anoka County District Court with second-degree assault with a dangerous weapon, possession of a firearm by a person convicted of a crime of violence and intentional discharge of a firearm that endangers safety.
According to the criminal complaint, Anoka County deputies responded to a home in Andover on March 22 after reports of a domestic disturbance involving gunfire. The victim had fled to the Champlin Police Department.

The victim told officers she had arrived at Collins' home around 9:30 p.m. with her child in the vehicle. Collins came outside and sat in the car with her and the child, and they drove to Crooked Lake Park to listen to music before returning home.
When they got back, an argument broke out after the victim refused to go inside with Collins. The confrontation turned physical before Collins got out of the vehicle and the victim drove away.
As she drove down the street, the victim heard gunshots. She saw Collins standing in the driveway with his arm extended, holding what appeared to be a firearm.

Multiple witnesses corroborated her account, according to the complaint. Two neighbors reported hearing arguing followed by multiple gunshots and seeing the vehicle flee. They saw the shooter run back into the home, and two men later came outside and appeared to search the driveway for shell casings.
Two additional witnesses told deputies they were woken by a man and woman arguing outside. One witness reported seeing a man exit the vehicle, the woman throw items from the car, then back down the driveway. As she continued driving, the man reappeared running down the driveway and fired at the vehicle as it was driving away.
The complaint notes Collins was previously convicted of a crime of violence, making his possession of the 9mm Taurus handgun a separate felony carrying up to 15 years in prison. The assault charge carries a maximum of seven years.
