On or about March 22, 2026, Deputies from the Anoka County Sheriff’s Office responded to a home in the city of Andover following a report of a domestic disturbance where shots had been fired. A. L. C., hereinafter “Victim,” was located at the Champlin Police Department, as she had fled the scene. A. L. C. Reported she was at the location visiting her friend, later identified as SAYVEON AMANTAY COLLINS [DOB REDACTED], hereinafter “Defendant.” A. L. C. Reported that she arrived at Defendant’s home, with her child [NAME REDACTED], around 9:30 P.M. Defendant then came outside and sat in her vehicle with her and her child.
They then drove to Crooked Lake Park. Once there, they listened to music before returning to Defendant’s home. Once back, an argument ensued about A. L. C. Refusing to go into the home with Defendant. The argument turned physical, and then Defendant exited the vehicle and A. L. C. Drove off. While driving, A. L. C. Heard what she believed to be gunshots. She observed Defendant standing in the driveway of the home with his arm extended, holding what appeared to be a firearm. Deputies located multiple witnesses who corroborated what A. L. C. Reported.
Witnesses #1 and #2, identified in the police reports, told Deputies they heard the two arguing. They then heard multiple gunshots and saw the vehicle fleeing the address. They reported seeing the shooter run back into the home following the shooting, and then observed two males come out of the home who appeared to be looking for shell casings in the driveway. Witnesses #3 and #4, identified in the police reports, told deputies they were woken up by a female and male arguing outside the home. Witness #3 reported seeing a male exit the vehicle, a female throw items from the vehicle, and then vehicle back down the driveway.
As the vehicle continued down Crosstown, the male reappeared, running down the driveway, and shot at the vehicle as it was driving away. Witness #3 reported the male then went back into the residence. Deputies arrived, and eventually the occupants of the home exited. Defendant appeared intoxicated – slurring his speech, smelling of alcohol, and stumbling while being checked for weapons. Defendant confirmed that A. L. C. Stopped at his home and that they got into an argument and she punched him. Defendant denied any weapons being involved.
Deputies obtained a search warrant for the home. In a downstairs bedroom, Deputies observed a gun safe. Inside the gun safe was a 9mm Taurus PT111. The firearm was missing five rounds from the magazine. Four shell casings were located outside the residence. Also in the safe were multiple documents with Defendant’s name on them. Deputies learned that a house directly across the street had bullet damage to the northwest corner. The bullet went through the gutter and siding. Defendant was previously adjudicated delinquent for Second Degree Assault with a Dangerous Weapon in Ramsey County on October 16, 2018. See Ramsey County Court File No. 62-JV-18-1707. Defendant currently has two pending ineligible possession cases: 19HA-CR-25-1901 and 27-CR-26- 6545, the latter also including a reckless discharge count.
