Saint Paul Police Arrest Suspect in Fatal Hit-and-Run

Saint Paul police have arrested a man more than a month after a hit-and-run crash that killed a 58-year-old woman on the city's North End.

Terrell Frye, 34, of Saint Paul, was taken into custody early Friday morning and booked into the Ramsey County Law Enforcement Center on suspicion of criminal vehicular homicide.

Officers also recovered the minivan believed to have been involved in the crash. Formal charges had not been filed as of publication.

The crash happened on the evening of Monday, Feb. 16, near the intersection of Rice Street and Pennsylvania Avenue West. A driver struck a pedestrian and fled the scene without stopping, according to police.

The victim, identified by the Ramsey County Medical Examiner's Office as Lisa Giguere, 58, of Saint Paul, sustained severe injuries and was transported to Regions Hospital. Giguere fought for six days before succumbing to her injuries on Feb. 21.

The case remained open for more than four weeks as investigators worked to identify the driver and the vehicle involved. Saint Paul police credited tips from the public with helping move the investigation forward, ultimately leading to Friday's arrest and the recovery of the minivan.

Criminal vehicular homicide carries a maximum sentence of 10 years in prison.
