Prosecutors Link Uncle, Nephew in Sex Trafficking Case

Two men face felony sex trafficking charges after investigators say they coordinated prostitution involving multiple victims across the Twin Cities.

Authorities allege the operation used hotels, online ads and multiple cell phones to arrange and manage the illegal encounters.

The criminal complaints filed Friday, Feb. 13, charge Jamaul Wendell Graham, 53, of Woodbury, and Khalil Sheed Milton, 30, of Saint Paul, with promoting prostitution and engaging in the sex trafficking of an individual.

Milton identified Graham as his uncle during questioning, and law enforcement tied both men to the same victims, hotel locations and online advertisements during a months-long investigation led by the Minnesota Human Trafficking Investigator’s Task Force.

Authorities began investigating in early 2025 after identifying several adult women believed to be victims of trafficking. Cell phone evidence reviewed by investigators allegedly showed Graham coordinating prostitution dates, managing advertisements and tracking payments connected to sex buyers.

Officers reported finding hundreds of contacts labeled with dollar amounts tied to sexual services and conversations arranging encounters at hotels in Saint Paul, Brooklyn Center and Roseville.

Surveillance video reviewed by police allegedly showed Graham arriving at the hotel while advertisements promoted a “2-girl special,” with multiple suspected sex buyers entering and leaving the room during that period.

The investigation later expanded to include Milton after a September 2025 traffic stop involving a stolen U-Haul truck in Woodbury. Officers say an adult woman inside told police she was being forced to engage in sex work and that Milton controlled the money she earned. Investigators recovered condoms, lubricant and identification cards connected to people already linked to Graham’s investigation.

Authorities say surveillance video placed Milton at the same Saint Paul hotel used by victims connected to Graham. Forensic analysis of cell phones showed Milton directing women where to post advertisements, transporting them to appointments, monitoring their locations through tracking apps and discussing pricing and profits from sex work.

Messages cited in the complaints describe both men coordinating dates, arranging transportation and demanding earnings. Investigators also documented communications in which victims described pressure to continue working and conflicts tied to money and hotel expenses.

The investigation intensified after one woman connected to the operation was found dead from a drug overdose at a Brooklyn Center hotel in January 2025. Authorities say multiple victims tied to Graham were advertising sexual services in that area at the time.

Graham has a prior felony conviction involving solicitation, inducement and promotion of prostitution from 2003.

Both men were charged by warrant and booking photos were not available as of publication. Each charge carries a potential sentence of up to 30 years in prison if convicted.

Court records also show Graham is facing separate felony charges in Hennepin County tied to an August 2025 shooting in Minneapolis. Prosecutors allege Graham was involved in a drive-by shooting that left an 80-year-old woman critically injured after a bullet entered a home in the 1700 block of 31st Street East and struck her in the abdomen. The woman underwent emergency surgery and lost a significant portion of her colon as a result of the injuries.

Investigators say surveillance video captured a grey SUV stopping in the street before a gunshot was fired from the passenger window toward the residence. Police later located Graham driving the vehicle at a Saint Paul motel and recovered a firearm that testing determined fired the round removed from the victim. Graham faces charges including first-degree assault, drive-by shooting and illegal possession of a firearm, with bail set at up to $150,000 depending on release conditions.
