The 54-year-old victim was not involved in the gunfight, police said. Paramedics transported him to Regions Hospital with a gunshot wound to the chest.

Near the intersection of Rice Street and Pennsylvania Avenue, officers located a woman lying in the roadway with severe injuries consistent with being struck by a driver.

Officers arrived to find the victim lying on the roadway near debris from a black car and a damaged mobility scooter. He was unresponsive and had a large dent in his head.

Officers located the victim in a third-floor hotel room. He told investigators he had previously helped Castro, an acquaintance he knew as “Rico,” move belongings during a snowstorm.

The woman is charged with malicious punishment of a child and neglect after authorities say she aided and abetted an assault carried out by her boyfriend.

Officers arrived to find a red Ford Focus that had crashed into the rear of a parked Nissan Versa. The Focus had a shattered rear window, multiple bullet holes through the windshield and a bullet hole through the driver’s seat headrest.

Abdirahim Hassan is charged with first-degree criminal sexual conduct involving force while armed with a knife. Prosecutors allege he sexually assaulted the woman and threatened her with a weapon.

The criminal complaints filed Friday, Feb. 13, charge Jamaul Wendell Graham, 53, and Khalil Sheed Milton, 30, with promoting prostitution and engaging in the sex trafficking of an individual.

Matthew John Keck, of Minneapolis, is charged with second-degree assault with a dangerous weapon and felony domestic assault. Prosecutors allege Keck stabbed his brother during an argumen.

Police arriving at the scene found a 65-year-old man suffering life-threatening injuries. Saint Paul Fire medics transported him to Regions Hospital for treatment.

Willie Ezekile Bennett Stevenson, of Saint Paul, is charged with third-degree criminal sexual conduct involving penetration through coercion.
