Initial information indicates Rosado Arellano was driving when he was struck by gunfire, causing his vehicle to crash into a parked car. A female passenger inside the vehicle was not physically hurt. Investigators believe there may have been an altercation prior to the shooting.

The scene was secured as officers canvassed the area for witnesses and evidence. Forensic specialists with the Minneapolis Police Department processed the area, but no arrests have been made as of Tuesday morning.
