Felony Charges Filed After Breezy Point Domestic Disturbance

A Crow Wing County man is charged after prosecutors say he threatened his mother and law enforcement during a domestic disturbance.
Authorities say he also caused significant damage to a police squad car after being taken into custody.
Ryan Andrew Frane, 38, of Breezy Point, is charged with two counts of felony threats of violence, felony first-degree damage to property involving a public safety vehicle and misdemeanor domestic assault.

According to the criminal complaint, officers were dispatched mid-afternoon to a home in Breezy Point in Crow Wing County after Frane’s mother reported that he threatened to kill her during an argument inside the home.
Investigators say the woman told dispatchers she locked herself in a bedroom while Frane allegedly broke furniture, took her phone and kicked the bedroom door in an attempt to get inside. A 911 recording captured Frane yelling while the woman told authorities he had damaged items in the home and that a child was present during the incident, the court documents say.
An officer arriving at the residence encountered Frane outside. Authorities say Frane refused commands and approached the officer while holding a box as if preparing to throw it. After warnings that a Taser would be used, Frane ran back into the house. He later came outside and was taken into custody.
According to the complaint, Frane became combative after being placed in a squad car, repeatedly kicking the interior of the vehicle. Officers reported he damaged the interior cage camera and kicked the door hard enough to flex it outward several inches, rendering the squad unusable without repair.

During transport to jail, prosecutors say Frane made repeated threats toward officers and his mother, including statements warning officers they were not safe and referencing future violence. At the jail, he told another officer he would kill him, the documents said.
Frane had been living with his mother after previously losing his own home and the argument began over his unemployment, investigators say. Officers also noted signs they believed were consistent with impairment, and the woman told police she suspected Frane had been using methamphetamine.
Court records state Frane does not have custody of his minor child despite making statements about leaving the state with the child after his release.
Frane made an initial court appearance where bail was set at $50,000 with conditions including remain law-abiding, having no contact with the victim and no alcohol or controlled substance use. If convicted, the felony charges each carry potential penalties of up to five years in prison and a $10,000 fine.
