A man accused of running over a woman walking with her husband and two dogs in Saint Paul last week is now charged with criminal vehicular homicide.

Police were called to St. Anthony Ave. & Aldine St. around 5:15 p.m. on reports that a driver had hit a woman and continued westbound, per initial radio dispatches.

Musab Ibrahim Kosar, of Fridley, was traveling east on I-94 at a high rate of speed just before 3 a.m. when he exited onto Dale Street and collided with a Toyota RAV4 that was crossing the intersection.
