Probable Cause
On March 23, 2026, officers of the Apple Valley Police Department responded to a report from the Shakopee Police Department regarding a vehicle that had fled from them earlier in the day and in which the driver of that vehicle had a registered address in the City of Apple Valley, Dakota County, Minnesota. An officer travelling westbound located the vehicle driving eastbound on 150th Street West. The officer turned around and observed that the suspect vehicle accelerated to a high rate of speed. The officer was driving in excess of 80 miles per hour and was not catching up to the vehicle.
The officer activated his emergency lights and the vehicle was estimated to reach 100 miles per hour, at which point the officer turned off their emergency lights and discontinued the pursuit. Another officer located the vehicle shortly after and observed it turning down a street. The officer activated their emergency lights and the vehicle began reversing backwards down the street. An additional officer blocked the vehicle with their squad and the two officers were able to pin the fleeing vehicle.
At this point, the officers observed the driver leave the vehicle and run into a nearby house. Officers pursued the individual on foot and found that the door was locked that the individual had just entered through. The officers announced themselves and broke the door down, locating the individual inside. The individual was identified as Kayleb Nyrell Jackson, born on [DOB REDACTED].
