This case involves a law enforcement encounter.
On April 4, 2026, officers with the Farmington Police Department responded to a residence in Farmington, which is within Dakota County, on a 911 call from J. M. W., an adult woman fully identified in police reports. J. M. W. Reported to law enforcement that her daughter’s ex-boyfriend Anthoney Devonte Toles [DOB REDACTED], hereinafter “Defendant,” was chasing one of her daughter’s friends in his vehicle. An officer spoke with J. M. W.’s daughter H. R. W., another adult woman fully identified in police reports, hereinafter “Victim-1.” Victim-1 reported that she had recently broken up with Defendant and that since that time he had been exhibiting a pattern of stalking behavior towards her.
Victim-1 reported that Defendant had shown up at her workplace the last four Fridays in a row and sat in his vehicle in a nearby parking lot. He had also come to her home unannounced and left flowers. Victim-1 stated that she had gone so far as to switch vehicles with her father and that Defendant had been observed following her father, who was using her vehicle. Victim-1 further reported that during the course of their relationship Defendant had choked and assaulted her in the past and had damaged her vehicle.
She stated that she did not seek a no contact order previously out of fear that Defendant would escalate the situation. Victim-1 reported that that day she and a friend J. A. B., an adult male fully identified in police reports, hereinafter “Victim-2,” had gone out to lunch and that afterwards Victim-2 dropped her off at her residence in Farmington, which is within Dakota County. Victim-1 reported that at this time she observed Defendant driving his vehicle erratically outside of her residence and that when she exited her residence, she heard Defendant yell “Hailey, I’m going to fucking kill you.” Victim-1 reported that she then saw Defendant chase Victim-2 in his vehicle.
Officers also spoke with Victim-2 who confirmed that he had dropped Victim-1 off at her house. He reported that when he did so another vehicle attempted to pull up beside him and then began following him as he drove away. Victim-2 continued that at one point he attempted to pull off onto the side of the road, but that the vehicle tried to swerve into him. Victim-2 reported further that the other vehicle tried to run him off the road and at one point he had to drive up onto a curb in order to avoid being hit.
Victim-2 was observed to be physically shaking from the incident. The vehicle that chased Victim-2 was identified as a 2020 Black Hyundai Elantra bearing MN license plate RPB 440. This vehicle is registered to Defendant. It is understood that Defendant was driving the vehicle and used it to chase Victim-2, attempted to hit him with the vehicle and attempted to run him off the road. Defendant was subsequently located by law enforcement and taken into custody.
