The Dakota County Community Development Agency (CDA) and the Dakota County Sheriff’s Office (DCSO) did an investigation into Chandra Lynn Thomas [DOB REDACTED], for wrongfully obtained assistance. THOMAS received housing assistance through CDA starting on July 1, 2001, for her apartment in Eagan, Dakota County Minnesota. THOMAS and her daughter were approved adult household members when they completed annual recertification paperwork on July 1, 2020. It was determined that THOMAS and her daughter had sufficient income to pay the full amount of rent and THOMAS was informed that assistance would end on November 29, 2020. THOMAS reported to the CDA that her daughter moved out on July 31, 2020. THOMAS’ housing assistance remained in place due to her representation that her daughter had moved out.
In February of 2025, the CDA received information that THOMAS was allowing her adult daughter to live with her. The CDA sent THOMAS an email to inform her that allowing an unauthorized adult to live at the residence was a violation. THOMAS called the CDA to say that her daughter was working from her apartment, but did not reside there. THOMAS never provided the CDA with any proof that her daughter resided elsewhere, and the CDA and DCSO found an overwhelming amount of evidence that THOMAS’ daughter did live with her including: THOMAS’ daughter has given THOMAS’ address to her employers since 2013. THOMAS’ daughter is listed in prior police reports from August and September of 2021, and June and August of 2023, and gave officers THOMAS’ address as her own.
THOMAS’ daughter has THOMAS’ address on her driver’s license that was issued in February of 2022. THOMAS’ daughter’s vehicle is registered at THOMAS’ address. The Dakota County Sherriff’s Office confirmed only one address for THOMAS’ daughter, which was THOMAS’ address. 2 19HA-CR-25-2055 Filed in District Court State of Minnesota 12/2/2025 THOMAS misrepresented her need for housing assistance from November 1, 2020, through June 30, 2025, when her assistance was ended. The total amount of wrongfully obtained assistance during that timeframe is calculated to be $20,858.00.
