On November 18, 2025, at approximately 12:04 A.M., an officer with the Inver Grove Heights Police Department was traveling southbound on Robert Trail when a vehicle was observed signaling a west turn onto Salem Church Road in the City of Inver Grove Heights, the County of Dakota, the State of Minnesota, partially entered the turn lane, but continued on southbound on Robert Trial, partially in the turn lane and partially on the shoulder. A routine check of the vehicle registration indicated that the registered owner had an active warrant.
The officer initiated a traffic stop and identified the driver as HEATHER JANELLE STABERG [DOB REDACTED], herein the Defendant. The Defendant was the subject of the active warrant and the warrants were confirmed. The Defendant was asked if there were any drugs in the vehicle and the Defendant admitted there was a pipe in her door compartment and a “small bag of dope” in her left front pocket. The Defendant was searched incident to arrest and officers located a plastic bag containing a crystal like substance in her front left pocket.
An inventory search of the vehicle was conducted and officers located an unlabeled prescription pill bottle in the center console compartment with loose pills in it. Officers also located a bubble pipe in the driver side door compartment. The substances were collected for preliminary NIK testing. The crystal like substance weighed 0.1 grams and tested positive for methamphetamine. Two of the pills located in the bottle were identified as hydrocodone, a schedule II controlled substance. A review of the Defendant’s criminal history shows a prior conviction for purposes of enhancement in violation of Chapter 152 of the Minnesota Statutes in court file ••-CR-••-•••• on July 11, 2024.
