On September 10, 2025, officers with the Apple Valley Police Department responded to a fitness center located on 153rd Street West in Apple Valley, Minnesota, regarding a theft of a debit card and cash from a patron’s belongings. After speaking with the victim, officers learned that the victim’s wallet was left in an unlocked locker while she was working out, and when she returned, she discovered her wallet had been gone through and was missing her debit card and approximately $150.00 to $200.00 in cash.
The victim’s bank contacted her regarding suspicious activity on her debit card account. Officers learned that the victim’s missing debit card was used at a business on Cedar Avenue in the City of Apple Valley, County of Dakota, Minnesota, for three separate transactions that evening. The transactions were in the amounts of $413.50, $120.05, and $416.00. The bank did freeze the $416.00 transaction due to the suspicious activity. Officers reviewed security footage from the business where the victim’s debit card was used and were able to positively identify the individual using the victim’s debit card for the unauthorized transactions as Samantha Rae Jasper, [DOB REDACTED], hereinafter Defendant.
Officers made contact with Defendant by phone, and Defendant admitted to taking the victim’s debit card and cash from the locker at the fitness center and using the debit card at the nearby business. Defendant acknowledged that she did not have the victim’s permission to use the debit card or take the cash. Defendant was previously convicted of felony theft in Ramsey County court file number 62-CR-22- 4397 in March 2024.
