On December 10, 2025, at approximately 10:41 A.M., police officers were dispatched to a call for assistance at a residence in Mendota Heights, Dakota County, Minnesota. The reporting party (hereinafter “Victim”), who was not at home, stated that she believed someone had entered her home. The reporting party’s neighbor (hereinafter “Witness 1”) had noticed that Victim’s front door was open and there was an empty jewelry box in the driveway. Victim [NAME REDACTED] from the exterior of her house. The footage showed two suspects, one male and one female, approach the front door.
The suspects were later identified as ANDREA GEORGINE AGNES OTIS [DOB REDACTED] and DAVID SCOTT NELSON [DOB REDACTED]. A neighbor provided surveillance footage which showed a GMC Yukon Denali driving by during the time of the burglary. OTIS and NELSON committed several other burglaries using the same vehicle which was stolen from a dealership on December 8, 2025 (ICR: 25001613, 25003566). Police officers learned that NELSON sold a gold twist necklace and a broken gold ring at a store in Bloomington, Minnesota, on December 10, 2025. A store employee sent photographs of the items to the police officer.
Upon showing the photographs to Victim, she identified them as her property. The police officer retrieved the items from the store and placed them into evidence. On December 14, 2025, Victim returned home and examined her home for other missing items. Victim [NAME REDACTED] was missing a jewelry box (containing miscellaneous jewelry), a large container filled with coins, cash, watches, and prescription medication.
