On February 18, 2026, at approximately 3:01 P.M., officers with the Inver Grove Heights Police Department responded to an apartment complex located on the 4900 block of Ashley Lane, Inver Grove Heights, Dakota County, Minnesota, on a report of a female causing issues. An officer learned that apartment staff had kicked a female off the complex property, but the female had returned. Staff advised that the female had been caught sleeping in the club room. The officers suspected that JACKLINE WAYUA KITAVI [DOB REDACTED] was the female based on an incident the day before.
Specifically, on February 17, 2026, officers responded to the complex on a report of KITAVI acting erratically. The reporting party in that incident advised that KITAVI was upset that she had been kicked out of an apartment and was being disruptive by knocking on doors and windows. Officers responded and drove KITAVI to the bus stop. And, officers responded around noon on February 18, 2026, on a report of KITAVI looking through building windows. Officers told KITAVI not to contact apartment residents or she would be arrested.
Officers learned that KITAVI had returned to the complex. Upon arrival, an officer saw KITAVI standing at the entrance to Ashley Lane. The officer spoke with KITAVI. KITAVI walked away, but an officer told KITAVI she was no longer welcome at that location. Another officer informed KITAVI that she was trespassed from the complex for a year and would be arrested if she returned. KITAVI left the area. Officers confirmed with apartment staff that that did not want KITAVI to return. Several minutes later, while in the parking lot, the officer saw KITAVI walk back towards the complex and walk into the apartment office.
KITAVI remained in the office for several minutes. The officer saw KITAVI leave the office. The officer learned from dispatch that staff called to advised that KITAVI had returned. The officer approached KITAVI and arrested her. During a search of KITAVI’s person, the officer located, among other things, a pipe and a baggie containing a substance. The substance field tested positive for the presence of methamphetamine, a 2 19HA-CR-26-319 Filed in District Court State of Minnesota 3/6/2026 Schedule II controlled substance, and weighed approximately 0.8 grams.
