During a fraud investigation in October 2025, a detective found communications on Suspect’s phone with a person labeled “Bando.” The phone number was registered to Defendant JEAN CLAUDE THEBEAU [DOB REDACTED], who lives in North Miami Beach, Florida. Between October 21, 2025, and October 24, 2025, Defendant sent Suspect several messages with addresses of bank ATMs. Included in these messages from Defendant were PIN and credit card numbers belonging to D. Z and J. T. The messages were instructions on where Suspect should go and which credit card numbers and PINs to use.
D. Z., a resident of Farmington, had fraudulent transactions to his Wells Fargo bank account from his debit card on October 21, 2025. Surveillance snap shots from a Wells Fargo ATM in Columbia Heights and surveillance video from Walgreens locations in Fridley, Brooklyn Park, Coon Rapids, Anoka, Andover, and Blaine show Suspect making transactions with D. Z.’s debit card. The total loss to D. Z. Was $9,510.02. J. T., resident of Farmington, had fraudulent charges on his Wells Fargo debit card on October 21, 2025. Surveillance snap shots from a Wells Fargo ATM in Columbia Heights and surveillance video from Walgreens in Fridley show Suspect making transactions with J. T.’s debit card.
The total loss to J. T. Was $3,061.55. A criminal analyst at the Minneapolis/St. Paul Airport (“MSP”) confirmed that Defendant had taken a flight from Miami to Minneapolis on October 5, 2025, consistent with text messages with suspect. The detective also confirmed that Defendant flew from Ft. Lauderdale, FL, to MSP on October 13, 2025. Defendant arrived without a bag and then flew back to Florida the same day with a 19-pound bag. The total loss to the two victims is $12,571.57.
