On April 22, 2026, an officer was dispatched to Lucky 13’s, a bar located at [address omitted] 42 W in Burnsville, which is located within Dakota County. Dispatch advised that there was a male party who was cursing, refusing to pay his tab, and refusing to leave. The officer called the reporting party, who is the manager at Lucky 13’s, an adult man fully identified in police reports, hereinafter, “Victim.” The officer could hear another man on the line who was yelling at Victim. The officer heard the man who was yelling at the reporting parry say something to the effect of “I will beat your f****** ass.” At the scene the officer made contact with Victim, who reported that the man who had been yelling at him, who was identified as Jerome Joseph Sweeney ([DOB redacted]), hereinafter “Defendant,” was still nearby.
Victim reported that Defendant had become upset and began using profanity towards a bartender after the bartender told him he could not drink anymore. Victim subsequently told Defendant he needed to leave, which he initially refused to do. However, Defendant did leave the premises, but shortly thereafter returned and was met outside by Victim. Victim told Defendant that he had not paid his tab, at which point Defendant moved close to Victim and said that he would “beat your f****** ass.” When Victim was on the phone with law enforcement Defendant told him, “get off the f****** phone, I’m gonna punch you.” Defendant also told Victim, “Get out of my f****** face or I’m gonna knock you out.” Victim reported that he was afraid Defendant would hurt him, reporting that he “absolutely thought he was going to hit me.” Defendant was located on scene, arrested, and transported to the Dakota County Jail.
