On November 4, 2025, at approximately 2:20 A.M., officers of the Apple Valley Police Department responded to an accident at a private residence in Apple Valley, MN. Prior to the accident, the reporting party, an off-duty patrol officer (“Witness” hereafter), had observed a black SUV driving erratically and began following it as he called 911. The witness observed the vehicle strike the residence and watched as the driver, later identified as BRANDON GENE SCHRAMM [DOB REDACTED], exited the driver’s seat.

Upon their arrival, officers observed the SUV had driven through the front side of the house and partially into the garage. Officers observed two males standing outside the vehicle. Officers spoke with the older male (“Victim” hereafter), who stated that he was the owner and sole occupant of the home. Victim [NAME REDACTED] was asleep in his bed when he heard the collision. Officers spoke with the driver of the vehicle, who was also standing outside the vehicle and bleeding from his head. While speaking with him, they observed several signs of impairment, including bloodshot eyes, poor balance, and slowed and delayed responses.

Additionally, Schramm expressed confusion as to his whereabouts, believing he was in Minneapolis. Officers escorted Schramm to an ambulance, where he admitted to taking one milligram of Xanax three hours prior to the accident. Paramedics transported him to the hospital where, pursuant to a search warrant, he submitted to a blood draw. The blood sample was sent to the BCA for testing, and the results identified the presence of amphetamine and methamphetamine in his blood. A Minnesota criminal history search for Schramm reveals the following qualified prior impaired driving convictions in the past ten years: On January 27, 2020, he was convicted of Felony Traffic-DWI-Operate Motor Vehicle-Body Contains Any Amount Schedule I/II Drugs-Not Marijuana in Olmstead County District Court in file number 55- CR-19-4129. On October 13, 2016, he was convicted of Misdemeanor Traffic-DWI-Operate Motor Vehicle Under Influence of Controlled Substance in Scott County District Court in file number 70-CR-16-5008. On September 1, 2016, he was convicted of Gross Misdemeanor Traffic-DWI-Operate Motor Vehicle 2 19HA-CR-26-477 Filed in District Court State of Minnesota 4/3/2026 Under Influence of Alcohol in Steel County District Court in court file 74-CR-16-783.
