On June 6, 2026, at 12:44 A.M., Burnsville Police Officers responded to a report of a domestic assault at an apartment in the city of Burnsville, Dakota County, MN. The reporting party (“RP”) called Dakota 911 to report that her daughter, K. D. L. (“Victim”), had been assaulted by her boyfriend about an hour prior. An officer called RP who said that the male was still inside the apartment and that RP and Victim [NAME REDACTED] in a car elsewhere. Officers located RP and Victim. Victim identified her boyfriend as Defendant JOHN CARLOS MORENO [DOB REDACTED]. Victim said that she and Defendant have been involved in a romantic relationship since November 2025. He would stay at her apartment several nights out of the week.
Victim [NAME REDACTED] at about 9:50 P.M., on June 5, 2026, she had asked Defendant to turn his music down as it was getting late. Defendant had been drinking and was intoxicated. Defendant and Victim [NAME REDACTED], which turned physical. Victim stated that Defendant pushed her against the wall causing the back of her head to strike the wall. Defendant then placed both of his hands around Victim’s neck and began to choke her while her back was still up against the wall. Victim [NAME REDACTED] could not breath.
After Defendant let go, Victim [NAME REDACTED] was unable to use her legs to stand and was dizzy. She fell onto the couch because she couldn’t stay standing. Defendant then go on top of her on the couch. After a brief amount of time, Victim was able to get away from Defendant and went into the bedroom. Defendant followed her, grabbing and pushing her. Once in the bedroom, Defendant threw Victim onto the bed and got on top of her. Defendant held her down using his hands to hold tightly onto her arms and used his weight to hold her down.
Victim [NAME REDACTED] was crying and telling him to stop. Victim was able to get out from under Defendant by telling him she needed to use the bathroom. Defendant followed her in and wouldn’t leave her alone. Defendant sat on the edge of the bathtub and eventually fell in due to his intoxication. Victim [NAME REDACTED] into the bedroom and texted her sister for help. Defendant came back into the bedroom and lay down on the floor. Victim [NAME REDACTED] on silent so Defendant wouldn’t hear. Victim said that every time she tried to move from the bedroom, Defendant would yell at her.
Victim said she laid very still and waited about 5-10 minutes until Defendant was no longer paying attention to her. 2 19HA-CR-26-804 Filed in District Court State of Minnesota 6/9/2026 Once she felt like he wasn’t, she ran from the room, grabbed her backpack, and left the apartment. Victim [NAME REDACTED], who came to pick her up. Victim’s mom called 911. Officers observed Victim had a swollen lip with a spot of blood. Victim [NAME REDACTED] on her arms where she said Defendant had grabbed her. Officers also observed a red mark on her neck where Victim [NAME REDACTED] had choked her.
