On October 4, 2025, Victim 1 (a fully identified adult female) reported being assaulted by a stranger while on a walk in Lakeville, Dakota County. Victim [NAME REDACTED] on Foliage Ave. When she was near the Parkview Elementary School, Victim was approached by an unknown adult male, later identified as STEVEN ALLEN ROKOSZ [DOB REDACTED], Defendant herein. Defendant began walking with Victim and talking to her about Jesus and religion. Defendant asked Victim to continue walking with him to his home.
Victim [NAME REDACTED] was scared, and Defendant was bigger than her. She described Defendant as a tall white male with hair that hung to mid-cheek in the front, a blonde mustache, and blue eyes. The Defendant identified himself to the Victim as “Steve” and told her he was 50 years old. Defendant was drinking from a 99 Proof alcohol bottle. Victim and Defendant walked to Defendant’s home and entered the back yard. Defendant grabbed Victim’s arm and tried to get her into the house. Victim pulled away and fell to the ground.
Victim got up and headed towards the gate to try and leave. The Defendant became agitated and began shaking the gate so violently it busted open, and some grass was ripped up. Defendant then violently shook Victim to the point she thought her bones were going to break. Defendant picked Victim up and slammed her to the ground four times consecutively and then tried to throw her over a chain-link fence. Victim was able to get over the fence and ran away. The interaction lasted approximately 45 minutes.
During the assault Defendant told Victim: “I want to take your eyes.” “Jesus please forgive me for what I’m about to do to her.” “I’m going to kill you.” “I can kill you whenever I want to.” Law enforcement had received similar incidences in the past related to Defendant, who resides in the area of Victim’s assault. 2 19HA-CR-25-1925 Filed in District Court State of Minnesota 11/3/2025 10/5/2017: Three separate callers reported Defendant was intoxicated near Parkview Elementary School, was yelling and agitated.
Defendant grabbed one of the female callers by the arm as she was on a walk and yelled at her. The female was able to get away. 10/5/2017: Defendant was intoxicated and got home from a walk. After returning home Defendant slammed a family member into the wall 3 times and walked around the house with a knife. 5/1/2020: male caller reported that Defendant threatened him and his two friends while they were on a walk. Defendant threatened to “knock them to the ground.” 5/1/2020: A female caller walking near Parkview Elementary School reported that a male chased her while she was walking her dog. 7/13/2022: Juvenile caller reported white male with facial hair approached him while he was at Parkview park and told him “you can run but you can’t hide.” 6/5/2024: 911 caller reported the Defendant came from his yard and charged at the caller while he was walking his dog on the path behind Defendant’s house.
