On July 14, 2025, a Detective with the Dakota County Sheriff’s Office received a Fraud Prevention Investigation referral (FPI) regarding Zopora Fran’Shaun Porter [DOB REDACTED], hereinafter “Defendant.” Defendant resides at [ADDRESS REDACTED], Apt 208 in Burnsville, which is within Dakota County. Between July of 2024 and August of 2025, Defendant received at least $20,963.00 in Minnesota Family Investment Program funds. During this time, Defendant reported that she resided at the [ADDRESS REDACTED] Address and reported her own income.
She did not report income generated by her husband D. P., an adult man fully identified in police reports, and did not report D. P. As residing with her. From Quarter 1 of 2024 through Quarter 2 of 2025, D. P. Was employed and worked for both Augustana Emerald Care Inc LLC, as well as Express Service Inc. When asked by law enforcement if she and D. P. Were living together Defendant stated that they were no longer together, did not reside together, and that she did not know where D. P. Lives. Defendant later told law enforcement that D. P. Was residing at the St. Albans Park apartments in Saint Paul.
Law enforcement was able to locate numerous pieces of information that indicated that D. P. Resides with Defendant: 1). D. P.’s driver’s license, issued in February of 2025, is registered to Defendant’s address; 2). TLO data lists D. P.’s address as [ADDRESS REDACTED], Apartment 208 from July of 2024 through August 13, 2025, the day the data was collected; 3). MN Government Access (MGA) lists D. P.’s address as [ADDRESS REDACTED], Apartment 208; 4). Facebook posts made by D. P. Between March 30, 2024, and August 3, 2025, indicated that he and Defendant were in a romantic relationship and one picture showed him smoking meat in the parking lot of [ADDRESS REDACTED]; 5). Defendant’s Facebook page had numerous pictures of her and D. P. Together, these pictures have since been deleted; 6). On November 21, 2024, and July 29, 2025, D. P. Was cited for Driving After Revocation, and each time provided [ADDRESS REDACTED], Apartment 208 as his home address; 7). PRISM child [NAME REDACTED] indicate that D. P. Previously used [ADDRESS REDACTED] as his home address and updated it to [ADDRESS REDACTED], Apartment # B in St. Paul in the St. Albans Park Apartments on July 28, 2025; 8). Law enforcement contacted staff at the St. Albans Apartments who indicated that D. P. Was not listed on any lease they had.
An overpayment claim was brought against Defendant, which she did not appeal. As of January 2, 2 19HA-CR-26-449 Filed in District Court State of Minnesota 3/31/2026 2026, Defendant had repaid $200, with $20,763.00 remaining to repay.
