On April 23, 2026, at approximately 8:15 P.M., officers from the Hastings Police Department received a report of threats made by an individual living at an adult foster home located on the 1400 block of Walnut Steet in Hastings, Dakota County, MN. Upon arrival, officers spoke with an adult male, the victim herein, and his wife, both whom own the home. The Victim and his wife told officers that their resident, later fully identified as JAMES KEVIN LACHAPELLE BRACKINS ([DOB redacted]), the Defendant herein, had threatened them.
The Victim and his wife were out to dinner when they learned the Defendant had a person over at the home. When the Victim returned home the Defendant’s friend was bleeding and experiencing a crisis so the Victim asked him to leave. The Defendant became upset and started threatening the victim, telling him “let’s go right now.” After the Defendant threw a bottle of tobacco spit at the Victim, the Victim tackled the Defendant to the ground to restrain him. The Defendant left the home and texted the Victim’s wife saying, “I will be back with the AR-15 and he better be ready for me” followed by “He’s going to be dead by the night is over you’re going to be burying your husband by morning.” The Victim and his wife were afraid and concerned with the Defendant’s escalating behavior.
