On December 18, 2025, at approximately 3:00 P.M., officers from the Inver Grove Heights Police Department responded to a report of a domestic assault that occurred at an apartment on the 4800 block of Ashley Lane in Inver Grove Heights, Dakota County, MN. The reporting party called 911 and reported that she witnessed a male, later fully identified as VAN TRAVIS BAILEY [DOB REDACTED], the Defendant herein, hit an adult female, the victim herein, with a closed fist in the face. Upon arrival, officers entered the apartment building and heard yelling and screaming coming from the apartment.
Officers heard a male yelling and a female responding. They heard a loud thud, and what they believed to be pushing and shoving. The officer heard that the female was crying, and hyper ventilating. The officers knocked and yelled “POLICE” several times with no response. Eventually a male, matching the description of the Defendant, answered the door. The Defendant refused to let officers in, but officers observed the victim crying and holding her mouth. Officers spoke to the victim [NAME REDACTED], telling officers that she couldn’t do this, and I don’t want to go through this again.
The victim told officers to let the Defendant go and did not want officers to take pictures. Officers observed a fresh cut on the victim’s upper and lower lip, and a spot that was swelling on her forehead. The victim was seen by paramedics and an officer overheard the victim telling the paramedics that the Defendant assaulted her in several places throughout the apartment building. Officers also spoke to the reporting party’s minor child, [name withheld — minor] 1 herein. While Witness 1 was outside the Defendant began yelling at him and then began yelling at the victim.
Witness 1 saw the Defendant hit the victim. The Defendant has two prior qualified domestic related convictions within the last 10 years: 1. Felony Violate No Contact Order with 2 priors; Conviction Date: 11/04/2021; Court File No: 19HA- CR-21-569 2.
