On November 23, 2025 in the city of Rosemount, Dakota County, Minnesota, on officer on patrol observed a vehicle without a visible front license plate. The vehicle was a black Maserati with Minnesota License plate [PLATE REDACTED]. The registered owner of this vehicle is MICHAEL ANTHONY RAY BROWN [DOB REDACTED]. The officer conducted a traffic stop. The driver of the vehicle produced his MN Driver’s License, which identified him as the registered owner of the vehicle—BROWN. The officer verified that the appearance of the driver matched the picture of BROWN on the driver’s license.
Throughout the course of the traffic stop, the officer detected the odor of marijuana coming from the vehicle and a large amount of loose marijuana shake on the passenger floorboard. The officer asked BROWN to exit the vehicle so that he could conduct a search. BROWN responded by driving away at a high rate of speed. A chase ensued wherein BROWN almost hit a cruiser that attempted to block his path. When officers deployed “stop sticks” onto Highway 52 North in an attempt to end the chase, BROWN drove into the ditch, made an illegal U-Turn, and fled on Highway 52 South.
He was never apprehended. Because BROWN's whereabouts are unknown and because his flight on November 23 suggests that he is unlikely to respond to a summons, we ask that a warrant be issued for his arrest.
