On October 1, 2025, in West St. Paul, Dakota County Minnesota, officers responded to a theft report. The reporting party advised he had lost his wallet in a parking lot and later received notifications that multiple fraudulent charges were made with his cards. The following fraudulent charges were made: $144.90 from a tobacco store in West St. Paul $2,172.48 from a pawn store in West St. Paul $339.99 from a sporting goods store in Roseville Minnesota Attempted to use the victim’s cards at a clothing store in Roseville Minnesota Officers were able to view camera footage from the parking lot where the victim lost his wallet which showed the victim dropping his wallet near his vehicle.
The suspect’s vehicle drives into frame which is a silver SUV style vehicle with damage to the driver side door. A white male with long dreads in his hair gets out of the passenger side of the vehicle and picks up the victim’s wallet. Officers were able to track the vehicle through the Minnesota Department of Transportation (MN DOT) cameras as it traveled towards the tobacco store in West St. Paul. The tobacco store cameras show the same male who picked up the wallet making an illegal purchase with the victim’s card.
Officers were able to view the camera footage from the pawn store and a different male, the driver of the vehicle, entered the store and used the victim’s card to buy a gold chain and a gold cross pendant with diamonds. The suspect is a tall, medium toned male with short dark hair, with a mustache and goatee. He was wearing brown pants, a black hoodie, black sunglasses, black shoes with a red logo, and a black hat with orange lettering. When the male leaves the pawn store, he goes back to the vehicle which is the same silver SUV that is seen in the other footage.
Officers were able to view the camera footage from both the sporting good store and clothing store in Roseville Minnesota. Both male suspects were seen in the camera footage from both stores in Roseville. The grey SUV was seen on camera in the area as well. Officers were able to identify the vehicle and the registered owner. The registered owner was a female and had a lengthy criminal history. Officers reviewed some of the incidents that the registered owner was involved in and located a male, Alexander Robert Machgan [DOB REDACTED]. MACHGAN has a 2 19HA-CR-25-2058 Filed in District Court State of Minnesota 12/2/2025 criminal history, and officers reviewed his jail booking photos.
MACHGAN was positively identified as the male suspect who was driving the silver SUV and that made the purchases at the pawn store, the sporting goods store, and the clothing store. MACHGAN used the victim’s cards to purchase $2,512.27 worth of merchandise.
