Probable Cause
On March 23, 2026, at approximately 4:06 P.M., a police officer observed a vehicle make several traffic infractions in Rosemount, Dakota County, Minnesota. The police officer activated his squad car’s emergency lights and sirens. The vehicle continued driving and led the police officer on a 1.5-mile pursuit. At an intersection, the vehicle attempted a U-turn, but the police officers blocked the vehicle’s path. The driver was arrested and identified as CHRISTOPHER MICKENS SR. [DOB REDACTED]. A police officer searched MICKENS incident to arrest.
In a pants pocket, the police officer located a baggie with a white powdery substance. The substance later NIK-tested positive for cocaine with a net weight of 0.14 grams. MICKENS was sweating and claimed he was going to faint. MICKENS exhibited symptoms consistent with a drug overdose. Police officers administered Narcan and requested an ambulance. MICKENS was transported to the hospital where he received care before being transferred to jail. MICKENS has a prior conviction for fifth-degree drug possession in court file no.: 19HA-CR-17-350.
