On March 10, 2026, law enforcement responded to a local business in South St. Paul, Dakota County, Minnesota for a weapons call. Upon arrival, law enforcement spoke to employees of the business: Victim 1 (a fully identified adult female) and Victim 2 (a fully identified adult male). Victim 1 reported that while she was helping a customer, ROGER LEE RILEY [DOB REDACTED], Defendant herein, started yelling at her and pointing his finger at her. Victim 2 reported hearing Defendant yelling at Victim 1 about the noise and yelling “f*** you” at her.
A short while later, Victim 2 noticed Defendant sitting on the front steps of his residence, which is directly across the street from the business, pointing a rifle at them. Whenever Victim 1 moved, Defendant followed her with the rifle. The Victims ran inside the business and Defendant continued to track Victim 1 with the rifle. When Victim 1 saw the gun following her, she panicked and dropped to the floor. Law enforcement observed Victim 1 was visibly upset and crying. Victim 1 said she has never been more fearful.
Victim 2 also reported being fearful. Defendant admitted having his BB gun outside his residence and said he was just sighting it or scoping it. Defendant then admitted pointing it towards the business. Defendant became angry with law enforcement and began swearing at the officer. The officer observed Defendant appeared to be under the influence of alcohol. During a search of Defendant’s home two long pellet guns were found one of which had a scope.
