On May 4, 2026, an officer with the City of Inver Grove Heights was on duty in the area of Upper 55th St E bear Cenex Avenue, in Inver Grove Heights, Dakota County, Minnesota, at approximately 1:52 AM. While in that area, the officer observed a vehicle, an older model chevy impala with Minnesota license plate No. HXK464, turn eastbound onto Upper 55th St E from Highway 52. While the officer was behind the vehicle, and both vehicles were in the left turn lane to go northbound on Bishop Avenue, the officer learned that the chevy impala’s vehicle registration was suspended.
As the vehicles turned northbound, the chevy impala turned into a gas station parking lot. The officer activated his emergency on his squad vehicle to initiate a traffic stop on the chevy impala. The driver of the chevy impala began to turn around to go out the back end of the gas station. The vehicle then began to increase its speed as it left the gas station parking lot. The officer activated his siren. The driver of the chevy impala turned southbound on Bishop Avenue and entered northbound onto Highway 52. The vehicle traveled at speeds between 80-90 MPH and got onto 494 going eastbound.
The vehicle then took the exit ramp for 7th Avenue and continued eastbound through 7th Avenue onto a frontage road. The vehicle turned onto 5th Avenue, then turned eastbound through an alleyway and eventually northbound on 3rd Avenue. The vehicle turned westbound on Park St and then southbound on 5th Avenue. The vehicle again turned eastbound into an alleyway and then northbound on 3rd Avenue. When the vehicle approached 3rd Avenue and Park St, it pulled off. The officer was able to observe that the vehicle appeared to only be occupied by one person.
Once the vehicle pulled off, the driver’s side door opened, and a black male wearing a pink bonnet and dark colored sweatshirt got out and began running westbound on Park St. The officer began to chase the male on foot. The officer observed the male run behind the west side of a house on Park Street. The officer followed behind the male, but once the male got to the southside of the house, the officer was unable to locate him. Officers set up a perimeter outside the house they believe the male fled into.
Prior law enforcement contacts established that LEVELL DARRELL BOOTH [DOB REDACTED] had recently provided law 2 19HA-CR-26-635 Filed in District Court State of Minnesota 5/5/2026 enforcement with a fake name while driving the white chevy impala with MN License Plate [PLATE REDACTED]. Eventually, a female, S. R., exited the house on Park St that was surrounded by law enforcement. S. R. Admitted that BOOTH came into the house. S. R. Referred to BOOTH as an ex-boyfriend, who comes over to her house sometimes.
S. R. Agreed to go back to the back door of the house to yell for BOOTH to come out. S. R. Also called BOOTH on the phone, trying to convince him to come out. Eventually, BOOTH came out of the house. Although he had changed his clothing, BOOTH matched the description of the driver of the chevy impala who then fled on foot. BOOTH became extremely uncooperative. He told officers he would not walk, so officers had to pick up both legs and carry him to the patrol vehicle. Once BOOTH was seated in the back of the patrol vehicle, he began kicking the doors and partition.
