On January 9, 2026, at approximately 3:51 PM, law enforcement was dispatched to a gas station in South Saint Paul, Dakota County, Minnesota, on report of an aggressive driving complaint and damage to property incident. Upon arrival, law enforcement spoke with one involved driver, S. T. S. T. Reported that the incident had just happened and began when she was driving northbound on Highway 61 at the exit to travel either eastbound or westbound onto Interstate 494. S. T. Explained that she is still unfamiliar with the area and realized that she was accidentally in the wrong lane—she was currently traveling in the eastbound lane when she needed to get over quickly to the westbound lane.
S. T. Stated that she turned on her blinker and the car that was parallel to her vehicle quickly picked up speed so that she could get in behind them. S. T. Stated that the driver of the vehicle that was behind the vehicle that was initially parallel to S. T.’s car did not appreciate that she was cutting in at the last minute, and then pulled up as close “as humanly possible” to her vehicle when she got into the correct lane. S. T. Said she responded to the driver’s actions by displaying her middle finger at them.
S. T. Explained that the driver of that vehicle, who was later identified as JOHN HER MOUA [DOB REDACTED], started to drive “aggressively.” S. T. Stated that MOUA tried passing her on the shoulder, jerked his vehicle in the direction of her vehicle when his vehicle was parallel to hers while on the highway, and drove in front of her vehicle and then slammed on his brakes. S. T. Explained that she attempted to slow down and speed up her car in attempts to get away from MOUA. S. T. Stated that she got in the furthest left lane and then quickly cut across the highway to exit off the highway on the Concord exit to try to evade MOUA. S. T. Was successfully able to pull off the exit.
S. T. Stated that she observed MOUA cut across the grass, very close to the Concord Street exit sign, to follow her down the exit ramp. S. T. Stated that while on the ramp, she stopped and parked her car. She indicated she was hoping MOUA would just continue down the ramp and exit onto Concord Street. S. T. Stated that instead, MOUA parked his car in front of hers and continuously yelled, “Come on, get out!” at her. S. T. Stated that MOUA exited his vehicle and struck the passenger side mirror with his hand.
S. T. Received an estimate for the damage done to her vehicle. The total loss was estimated to be approximately $2,781.12. Law enforcement spoke to MOUA, who remained on scene.
