On December 16, 2025, at approximately 11:13 P.M., officers responded to a 911 call at a residence located in Lakeville, Dakota County, Minnesota. Upon arrival, officers spoke to an adult female, identified herein as “Victim.” Victim [NAME REDACTED] had just arrived home from Walmart and parked her vehicle in the driveway. She walked through her garage, which is attached to her residence, towards the service door when she heard a noise. Victim turned around and saw a black male standing approximately three feet away from her inside of her garage.
The male was making stroking motions consistent with masturbation, but Victim could not tell if the male’s genitals were exposed. Victim told the male to leave before she entered her residence and called 911. Victim’s mother was present in the home at the time this occurred. On December 18, 2025, Burnsville Police began investigating a series of indecent exposure incidents that were occurring in their city, spanning from October 31, 2025, to December 17, 2025 (the day after the Lakeville incident). During the course of that investigation, Burnsville Police identified the suspect in their incidents as DASHAWN JAWAUN NEWTON [DOB REDACTED]. NEWTON was arrested by Burnsville Police on January 5, 2026. After being advised of his constitutional rights, NEWTON admitted to standing outside of someone else’s home with an erect penis because he got pleasure out of strangers’ reactions.
He also admitted to exposing his penis to a stranger on at least one occasion. Police obtained a warrant to search the historical data on NEWTON’s cell phone, which was seized when he was arrested. Location data showed that the device was in the area of the Victim’s residence on December 16, 2025, just before the 911 call. Before that, the device was in the area of the Lakeville Walmart, which is where Victim [NAME REDACTED] had arrived home from before encountering the male in her garage. In a follow-up statement with a detective, Victim [NAME REDACTED] was masturbating inside of her garage, and while she did not look long enough to see if his genitals were exposed, she believed that they were based on the actions he was making.
She described that it appeared the male was close to ejaculating. Victim [NAME REDACTED] invite the male into her garage, had never seen him before, and felt violated and 2 19HA-CR-26-41 Filed in District Court State of Minnesota 1/12/2026 scared. Police administered a photo lineup to Victim, and she identified a photo from the lineup that was not NEWTON, but only with 50% certainty. On January 9, 2026, a detective went to the Lakeville Walmart to review video surveillance from December 16, 2025. Victim arrived in her SUV and entered the store.
Around 10:35 P.M., a smaller black SUV (consistent with the black Mercedes SUV NEWTON was known to police to drive) arrived and parked next to Victim’s SUV. A male got out of the smaller SUV and entered the store. The detective was familiar with NEWTON’s appearance and recognized this male when he entered the store as NEWTON. NEWTON walked by the self-checkout while Victim was checking out and left the store at 10:52 P.M. Victim [NAME REDACTED] at 10:58 P.M., got into her vehicle, and left the parking lot.
