On December 12, 2025, at approximately 1:06 P.M., a deputy responded to a report of a burglary- in-progress at a residence in Vermillion Township, Dakota County, Minnesota. The reporting party (hereinafter “Victim”) stated that there was a Black GMC Yukon on scene and there was surveillance camera footage of the incident. As the deputy got about a mile away from the residence, dispatch advised that the GMC was leaving the residence. Then the deputy saw the GMC driving by and began following it. The deputy activated his squad car’s emergency lights and siren.
The GMC was traveling at approximately 90 miles- per-hour. The deputy continued pursuing the vehicle throughout the county. At one point, another deputy was able to see the license plate which was DZD630, and it did not match the GMC. As the GMC continued eastbound on County Road 47, the GMC drove into oncoming traffic and eventually crossed the Hastings bridge. The GMC then proceeded up Highway 61 and into Washington County. Deputies cleared the residence and located evidence of a forced entry on the garage service door.
An investigator spoke with Victim. Victim [NAME REDACTED] at the residence with his family. On the morning of December 12, 2025, all family members had left the house for the day. Victim [NAME REDACTED] from his surveillance camera system at approximately 12:53 P.M. Via the camera system, Victim observed a female knocking on the door and peering into the garage. Then, a male approached the garage. Both suspects returned to their vehicle and left. About one minute later, the vehicle returned and both suspects approached the garage service door.
Victim [NAME REDACTED] from the area of the door. Thereafter, the garage door opened from the inside, and the vehicle drove into the garage. The suspects then entered the residence stole various items, including a safe and tools. Victim gave deputies consent to download his surveillance camera footage. A deputy then downloaded the footage. The footage was distributed to various law enforcement agencies and the suspects were identified as DAVID SCOTT NELSON [DOB REDACTED] and ANDREA GEORGINE AGNES OTIS [DOB REDACTED]. A record check revealed that the GMC had been stolen out of Mounds View, Minnesota.
The GMC was also shown to be parked at a hotel in Maplewood, Minnesota, on December 12, 2025. A deputy 2 19HA-CR-25-2144 Filed in District Court State of Minnesota 12/17/2025 showed still images of the suspect to hotel staff, and they recognized him as the renter of Room 348. On December 15, 2025, a deputy applied for and received a search warrant for Room 348. Deputies then responded to the hotel to execute the warrant. Deputies collected clothing consistent with that of the burglars and various electronic devices.
An investigator located a phone number and social media account for NELSON. Location data indicated that NELSON’s phone was periodically at the hotel between December 12 and December 15. Also on that date, deputies located that GMC in St. Paul. Deputies followed the vehicle to a car wash and observed both NELSON and OTIS before making contact. Deputies approached NELSON and OTIS and took them into custody without incident. The GMC was secured and towed to the Dakota County Sheriff’s Office for a later search.
