On November 2, 2025, police were dispatched to an apartment building located in South St. Paul, Dakota County, based on a report of a male that had entered the underground parking garage and was hiding behind a vehicle. An officer arrived and met with the reporting party, who provided a description of the male, whom she believed snuck in when the garage was closing. The officer walked through the garage and observed a male matching the description walking with a bicycle. The male saw the officer and moved out of view.
The officer ran toward the male, at which point the male began riding the bicycle toward the officer. The officer stopped the male and arrested him. The male was identified as SAMUEL NATHEN DOUGHERTY [DOB REDACTED]. The officer advised DOUGHERTY of his constitutional rights, and DOUGHERTY told the officer that he was standing in the alley behind the apartment building and did not have the means to get to St. Paul. He admitted he was looking for a bike to take and he made a bad decision. DOUGHERTY entered the garage as the door was closing and hid behind a car, before finding a bike.
The officer spoke to the reporting party again, who stated that she observed DOUGHERTY enter the garage as the door was closing and hide behind a vehicle. She identified the owner of the bike DOUGHERTY was riding as K. E. The officer made contact with K. E. At his apartment, who confirmed he owned the bicycle and that he had not given anyone permission to use it.
