In November of 2025, a Sergeant with the Minnesota State Patrol’s Vehicle Crimes Unit was informed of a tip regarding potentially fraudulent paperwork that was submitted to MN Driver and Vehicle Services regarding the title to a vehicle. The paperwork, filed by Lindsey Jean Lang [DOB REDACTED], hereinafter “Defendant,” was an application for a title transfer for a 2020 Jeep Cherokee bearing Texas title # 130148594 and Vehicle Identification Number (VIN) 1C4RJFDJ6LC149543. The transfer was dated May 19, 2025, and took place at MN Driver and Vehicle Services location #161, which is located in Inver Groves Heights, in Dakota County.
The Sergeant investigated VIN 1C4RJFDJ6LC149543 to learn more about the vehicle’s history. Records from the Insurance Services Office indicated that the vehicle had been reported stolen to Progressive Insurance on June 12, 2025. This vehicle was also reported as stolen to the Minneapolis Police Department on March 7, 2025, by J. J. B., an adult man fully identified in police reports and was recovered by the Cottage Grove Police Department on June 12, 2025. The Sergeant verified that Defendant never reported the vehicle stolen.
The Sergeant further determined that the Texas title Defendant had provided was fake and was never actually issued by the State of Texas. It is further understood that Defendant never registered the vehicle in Texas or paid any applicable sales tax in Texas. The Sergeant also determined that in registering the Jeep with the State of Minnesota, Defendant had claimed an out of state exemption, which allowed her to evade the 6.875% sales tax that is due when registering a vehicle. Using an estimated sale value of $46,000 for the vehicle, Defendant should have paid $3162.50 in sales tax upon registration, which she avoided paying by falsely claiming the out of state exception.
