On November 30, 2025, at approximately 9:38 P.M., a police officer was dispatched to take a criminal sexual conduct complaint. The officer spoke with the mother (hereinafter Witness) of an 18-year- old high school student (hereinafter Victim 1). She explained that Victim 1 disclosed that she had been raped the previous evening at a “Friendsgiving” get together at her friend’s residence. An officer spoke with Victim 1. Victim 1 disclosed that she was sexually assaulted by Eddie Roberto Cotorra Valencia, [DOB REDACTED]. Victim 1 explained that she has known Cotorra Valencia since they were in elementary school, and they hung out between September to around October 10, 2026. Upon learning Cotorra Valencia was sexually active with many other females, Victim 1 decided she no longer wanted to be involved with him in a romantic capacity.
Victim 1 described that they left things on good terms and he had become friends with her friend group. On November 29, 2025, Victim 1’s friends, including around 6 or 7 females and 6 males, and Cotorra Valencia, met up at a friend’s residence in Eagan, Dakota County, Minnesota, for a “Friendsgiving” celebration. There were also several other people at the residence. Victim 1 recalled several people were drinking that evening and that she had consumed half a beer and four shots over the course of the evening.
Victim 1 stated she felt the effect of the alcohol but was fully coherent and knew what was going on around her. Victim 1 recalled going upstairs, around midnight, to use the bathroom. There were two bathrooms upstairs, but one was unavailable because someone else was in that bathroom. Victim 1 had to use the bathroom in the host’s parent’s bedroom. The lock on that bathroom door did not lock. Victim 1 used the toilet and was pulling up her pants when Cotorra Valencia opened the door and walked in.
Victim 1 told him to wait a moment. He said he needed to use the bathroom and did not leave. Victim 1 moved over to the sink and was washing her hands thereafter when Cotorra Valencia closed the door. Cotorra Valencia placed Victim 1 in a chokehold and then used his other hand to pull down her pants and underwear and to pull down his own pants. He pushed Victim 1 against the sink so she could not move. He was laughing a little. Victim 1 recalled she could talk but couldn’t get away from Cotorra Valencia.
She tried to twist his arm, but he had her pinned against the counter so hard she couldn’t turn 2 19HA-CR-26-821 Filed in District Court State of Minnesota 6/11/2026 around. He then penetrated her from behind. She begged him to stop and said “no, no, no, please stop”. She stated it then began to hurt and she told him, “This hurts, I’m not joking Eddie, stop”. He responded, “Why? It shouldn’t hurt”. She again asked him to stop. He replied, “no, just wait, let me finish”. She continued to beg him to stop.
