Probable Cause
On March 23, 2026, officers of the South Saint Paul Police Department received a notice that a vehicle that had earlier fled from the Burnsville Police Department was driving northbound on Concord Street in the City of South Saint Paul, Dakota County, Minnesota. The vehicle was earlier driven by Shawn Trevor Reed Killingbeck, born on [DOB REDACTED]. An officer pulled up behind the vehicle and, while awaiting additional units, observed that the vehicle took a sudden turn into a parking lot that is a single lane for a nearby business.
The officer stayed on the main road and paralleled the vehicle and initiated their emergency lights. The vehicle then began to move towards the exit of the parking lot, and the officer observed the driver and identified him as Mr. Killingbeck from his records. The officer observed the driver throw his arms up and then exit the parking lot and turned back onto Concord Street. The officer pursued the vehicle and observed that the vehicle was accelerating. An additional officer observed the vehicle and noted that it was driving around several other vehicles that were in a center turn lane.
Officers cancelled the pursuit due to the driver’s actions and observed that the vehicle returned to driving at or near normal speed once officers had turned off their emergency lights and sirens.
