On September 29, 2025, at approximately 5:30 P.M., officers from the Burnsville Police Department received a report of mail theft that occurred on September 27, 2025, at an apartment building located on the 14000 block of Portland Avenue South in Burnsville, Dakota County, MN. Officers spoke with the reporting party, the victim herein, who stated that he had a package delivered to the front foyer of the apartment building on September 27, 2025, at approximately 3:00 P.M. The victim went to pick up the package on September 29, 2025, and it was no longer there.
The package contained business cards the victim [NAME REDACTED] at approximately $170.00. Officers spoke with the apartment management and obtained surveillance video. The video showed that on September 27, 2025, at approximately 7:20 P.M. An adult female, later identified as LEQUILA LOTORAH WEST [DOB REDACTED], the Defendant herein, walked into the foyer and took two packages – one of them belonging to the victim. The Defendant then used her fob to get into the building.
