On March 11, 2026, at approximately 7:38 A.M., an officer with the Hastings Police Department saw a motor vehicle driving on Vermillion Street in Hastings, Dakota County, Minnesota. The officer ran the motor vehicle’s license plate and learned that the registered owner of the vehicle MOO THAW [DOB REDACTED], had a revoke driver’s license and an active warrant. The officer conducted a traffic stop shortly thereafter. After the motor vehicle stopped, the officer approached the motor vehicle on foot and spoke with the driver, who was identified as THAW. The officer returned to his squad vehicle.
After backup arrived, the officer reapproached the motor vehicle to arrest THAW. THAW exited the vehicle when requested. During the arrest process, the officer removed a handbag from THAW’s person. During a search of the handbag, the officer located five plastic baggies. Each of the baggie appeared to contain a substance. Four of the baggies contained a trace amount of substance. One of the baggies contained a measurable amount of substance. The measurable substance field tested positive for the presence of methamphetamine, a Schedule II controlled substance, and weighed approximately 1.81 grams.
