Probable Cause
On March 28, 2026, an on-duty police officer with the Eagan Police Department was conducting routine patrol in a fully marked squad vehicle in Eagan, Dakota County, Minnesota. While on patrol, the officer ran a routine license plate check on a silver Honda Accord bearing MN license plate number TSL718. The officer became aware through law enforcement databases that the registered owner of the vehicle, DEVIN JAY DUGGER [DOB REDACTED] had an active, fully extraditable warrant out of Wisconsin. The officer made contact with the driver, who identified themselves as DUGGER. DUGGER has active Wisconsin Department of Corrections felony warrant out of Wisconsin, based on his plea in St. Croix County Court file 2025CF000386[1]. According to the Violation Warrant, DUGGER was alleged to have absconded from supervision in the Division of Community Corrections on March 3, 2026. The Wisconsin Department of Corrections has contacted the Dakota County Jail and confirmed that Wisconsin Department of Corrections will extradite.
