On January 1, 2026, at 12:40 P.M. Rosemount Police Officers received new information regarding a suspect in a prior theft. The Officer began investigating in some townhomes under construction in the City of Rosemount, Dakota County Minnesota. The officer entered the townhome and announced his presence and heard the townhomes garage door slam and somebody run up the stairs to the townhome. He looked above the garage and saw two individuals, one later identified as the defendant, Jose Alberto Rios Secundino.
The officer ordered the two individuals to come downstairs. The two individuals looked around and then disappeared. The defendant then jumped out a second story window and began to flee from the officers on foot. The defendant continues to flee on foot despite the officer pursuing him yelling for the defendant to “stop running.” The defendant then ran into a different townhome that was under construction. While inside the townhome the officer was able to escort the defendant to the floor. The officer attempted to control the defendant’s wrist and place them behind the defendant’s back.
The defendant continued to tense his muscles to keep the officer from being able to place his hands behind his back and handcuff him. Once a second officer arrived, they were able to place the defendant into handcuffs. In the defendant’s billfold were two plastic bags. The contents of one bag weighed 1.89 grams and preliminarily tested positive for methamphetamine. The contents of the second bag preliminarily tested positive for fentanyl and weighed.30 grams.
