On May 11, 2016, Minneapolis police at approximately 3:30 PM were alerted to a shooting near the intersection of Penn Avenue North and Olson Memorial Highway within the city of Minneapolis, Hennepin County. Initial 911 calls indicated multiple gunshots heard, several people running, and someone shot lying in the street. Upon arrival officers located one deceased adult male, Victim, near Oliver Avenue North and Olson Memorial Highway. Near the Victim were approximately ten 9mm caliber discharged cartridge casings (DCCs). A later autopsy showed that the Victim's cause of death was multiple gunshot wounds including 1 in the head, 1 in the neck, 2 in the torso, and others in the hands and feet.
A red Dodge Stratus passenger car with front end damage, airbag deployment and believed bullet holes was located at the light on Penn Avenue and Olson Memorial Highway. Officers observed a black.45 caliber semi-automatic firearm on the floor of the front passenger seat. The firearm was in the slide locked position, indicating it had been fired and no longer had any ammunition. Officers also located multiple DCCs in the street in front of [ADDRESS REDACTED] North. A black Chevrolet Impala passenger car was parked on the street, facing south bound near [ADDRESS REDACTED] North, with numerous believed bullet holes, and two flat tires on the driver's, street side.
Witness 1, who lived on the 600 block of Penn Avenue North stated he witnessed 2 black males flee from the red car after it was shot up. Then those black males were being chased by another black male who had a gun and was firing at them. Witness 2, who is a resident on the 700 block of Penn Avenue described hearing 3 volleys or separate gunshot groups with an estimated 20 shouts in each. Within those, Witness 2 described believing there were at least 2 different guns. Witness 3, who is a resident at the corner of Penn Avenue North and Olson Memorial Highway, observed the whole incident.
He described the Victim, who was the driver of the red car, jumping out and running eastbound on Olson Memorial Highway. Victim was chased down by later identified, STEVEONTAE DELSHAWN CHAMPION [DOB REDACTED], herein after "Defendant". Defendant then shot and killed Victim. Witness 4 was in a vehicle on Oliver Avenue when she observed Defendant chasing after Victim [NAME REDACTED]. Witness 4 was so scared she reversed her car into a tree after what they saw. Witness 5 stated he was walking on Olson Memorial Highway when he thought he heard fireworks.
Then saw three people running. The Defendant appeared to be chasing the other two. One of the males turned to run south on Penn, later Witness B, and Defendant continued chasing the other, later the Victim. The Defendant shot at the Victim [NAME REDACTED], Witness 5 believed Victim [NAME REDACTED] in the leg. The Victim then fell to the ground. Defendant caught up to the Victim lying on the ground and then fired 6 or 7 more shots at the Victim. Defendant after turned and ran north on Oliver Avenue North out of sight.
