On October 30, 2025, officers were dispatched to a theft report from an apartment complex in West Saint Paul, Dakota County, Minnesota. The reporting party was a staff member with the leasing office, who was reporting several package thefts, and had knowledge about where the suspects involved were residing. Officers arrived at the apartment complex and made contact with the reporting party. He stated that he received two complaints from tenants who lost their packages from the mail collection point within the building.
The reporting party reviewed security footage that captured the incidents on camera. He recognized the involved suspects, as there had been an ongoing issue with those individuals having their dog off leash on the property and the suspects living in an apartment (#204) within the complex but not actually being authorized tenants on the lease. Officers reviewed the security footage provided by the reporting party concerning these incidents. Three individuals were identified to be involved in at least three incidents of mail theft.
Two separate incidents occurred on October 18, 2025, and two females were identified as the suspects involved in those incidents. One incident took place on October 20, 2025, and both females from the incident on October 18, 2025, were involved, as well as a male was involved in the October 20, 2025, incident. Officers attempted to make contact with the suspects in [APT REDACTED], on October 30, 2025. While the officers were approaching the apartment, a male, identified as JOSEPH STUART [DOB REDACTED] was walking the opposite direction as the officers.
STUART stopped and asked the officers if he could help them. The officers explained that they were there to attempt to make contact with the occupants in [APT REDACTED]. STUART explained that his niece was the tenant. Eventually, while there, officers were able to speak to and identify the two other females seen on the security footage. They were identified as: GEDEY GOITOM and RENITA SATCHER. In review of the incident on October 20, 2025, surveillance footage shows the package, rightfully belonging to an individual with the initials K. E., inside the apartment complex next to the mailboxes.
SATCHER is seen walking down the stairs of the apartment complex towards the exit, which is by the mailboxes. She is seen on the phone. Once she gets to the bottom of the stairs, she scans the 2 19HA-CR-25-2092 Filed in District Court State of Minnesota 12/8/2025 exit/entrance of the building, then starts walking back up the stairs. She then looks in the direction of the surveillance camera, which is also next to another exit/entrance into the building. She walks up the steps and out of view of surveillance.
GOITOM is then seen walking down the stairs. SATCHER follows quickly behind her, back down the stairs, with her phone in hand. SATCHER hands her phone to GOITOM and then exits the building. GOITOM stays inside the building and begins resuming the conversation with whomever SATCHER had been on the phone with. She is seen visually scanning the package while continuing on the phone. GOITOM moves from standing next to the entrance/exit of the building to stand at the bottom of the staircase, maintaining a visual on the exit/entrance.
