On February 2, 2026, at approximately 1421 hours, Officer Salvevold of the Breezy Point Police Department received a report of a disturbance at a home in Breezy Point, Crow Wing County, State of Minnesota. Dispatch advised that SAF (fully identified in police reports) reported that her son, Ryan Andrew Frane, the Defendant herein [DOB REDACTED], threatened to kill her. CWC Dispatch advised that RAF had broken furniture and had taken SAF's phone. Dispatch advised that SAF had locked herself in a bedroom.
While en route, SAF advised that the Defendant was kicking the bedroom door in an attempt to get in. In the 911 recording obtained by law enforcement, the Defendant is heard yelling "f*** you!" SAF also describes on the 911 call that the Defendant had broken a lamp and stolen SAF's cell phone. Moreover, you can hear the Defendant screaming about his minor child, [NAME REDACTED] during this incident. Officer Salvevold arrived on scene. The Defendant exited the residence. Salvevold gave a command for the Defendant to stop, turn around, and place his hands behind his back.
The Defendant refused and approached Salvevold saying: "or what?" The Defendant had a box in his hands and appeared to be ready to throw it. Salvevold pulled out his taser and warned the Defendant that he would be tased if he continued. The Defendant ran into the house. After some coaxing, the Defendant exited the house and was placed in handcuffs. The Defendant then escalated again and began kicking Salvevold's squad car. Once the Defendant was secured in the squad car, SAF explained what had happened.
The Defendant had been living with her as the Defendant had lost his home. SAF has been taking care of the Defendant's son. SAF and the Defendant argued about him being unemployed and the Defendant flew into a rage and began trashing the home and terrifying SAF. The Defendant told SAF to just die. SAF suspects the Defendant is using methamphetamine and Salvevold noticed numerous signs of impairment on the Defendant. Assisting officers advised Officer Salvevold that the Defendant was making homicidal statements and was kicking Officer Salvevold's squad car door.
Officers advised Officer Salvevold that the Defendant had broken the squad car's cage camera and was kicking the door hard enough to flex it out a few inches (rendering the squad unusable). Among the threats uttered by the Defendant were the following: "Wanna watch me b****;" "Let me the f*** out;" "I'm never going to let you motherfuckers detain me again, ever;" "Death next time around, eye for a f****** eye;" "Every f****** one of you, do you think you're f****** safe. F****** bet, it's going to be a nightmare for you mother fuckers;" "Don't think I won't f****** find you." While the Defendant was spewing these threats, he destroyed the interior of the squad car despite law enforcement pleading with the Defendant to calm down.
