On February 3, 2026, deputies from the Dakota County Sheriff’s Office received a report of threats of violence made against a Dakota County Social Services Employee, via voicemail left on her work cell. The employee, the victim, [NAME REDACTED] at work within Dakota County on January 31, 2026. Based on the content of the message and after speaking with the victim, deputies identified the caller as CAROLINE MAE CASTILLO GARCIA [DOB REDACTED], the Defendant herein. The Defendant had an open case with the victim for 3 months in 2024. In the voicemail, the Defendant tells the victim, “I would advise you not to, um, squash that warrant as soon as possible or I’m gonna be a killah, psycho, psycho, bitch killah.
And I’m gonna kill ya. Killah, killah, killah. So runna, run, run, run, run or come and get me, you know where I’m at.” The Defendant does have a Minnesota only warrant in her civil commitment file, 19HA-PR-25-696. The State is requesting a Minnesota and surrounding states, body only warrant so the State can be present to address conditions of release.
