On December 10, 2025, officers were dispatched to a residence located in the City of West St. Paul, County of Dakota, State of Minnesota, on reports of a domestic assault. Officers arrived on scene and met with the Victim [NAME REDACTED]. The Victim stated that when she got home from work, she realized she did not have her keys. The Victim called her live-in boyfriend, Leopoldo Lopez Altamirano [DOB REDACTED] (hereinafter Defendant) to let her in. The Defendant became very upset when he found out that the Victim [NAME REDACTED]. The Victim [NAME REDACTED] was too scared to report anything further.
A few hours later, the Victim [NAME REDACTED] stated she wanted to report what happened earlier. An officer called the Victim back and took the report over the phone. The Victim stated that when the Defendant opened the door for the Victim [NAME REDACTED], he grabbed her by her hair and threw her to the ground. The Defendant was very angry and was yelling at the Victim [NAME REDACTED]. The Defendant then began to strangle the Victim [NAME REDACTED]. The Victim [NAME REDACTED]. The Victim [NAME REDACTED] injuries to law enforcement which showed significant bruising to her neck and throat.
The Victim and the Defendant have a minor child [NAME REDACTED].
