On March 20, 2026, at approximately 2:36 am, an officer of the Inver Grove Heights Police Department noted a vehicle parked on a roadway in the City of Inver Grove Heights, Dakota County, Minnesota. The officer approached the vehicle and noted that the vehicle had a running engine and both occupants appeared to be asleep. The officer knocked on the window of the vehicle and spoke with the driver who appeared lethargic, had bloodshot and watery eyes, and the officer noted a strong odor of consumed alcohol coming from the vehicle.
The officer asked the driver of the vehicle for his driver’s license, and the driver provided a debit card and stated that he was coming from a local bar and that he had consumed three beers earlier. The officer noted that the driver had slurred speech while talking and eventually identified the driver as Joel Vargas-Guevara, born on [DOB REDACTED]. The officer noted that Mr. Vargas-Guevara had a restricted license which required an ignition interlock and the officer noted that the vehicle Mr. Vargas-Guevara was driving did not have an ignition interlock device apparent.
The officer completed field sobriety testing and this indicated impairment. The officer then had Mr. Vargas-Guevara provide a breath test, which resulted in a sample result of.175 breath alcohol concentration. The officer placed Mr. Vargas-Guevara under arrest, and he completed a Datamaster Breath Test Sample at 4:24 am which resulted at.15 BAC. Mr. Vargas-Guevara has a conviction for felony Driving While Impaired in Court File Number 62-CR- 14-319 with a disposition date of May 20, 2014.
