On December 9, 2025, at approximately 6:23 P.M., police officers responded a report of a domestic disturbance at an apartment complex in South St. Paul, Dakota County, Minnesota. The reporting party (hereinafter “Victim”) stated that he wanted his ex-girlfriend removed from his apartment. The ex- girlfriend was later identified as AMANDA JEAN RICHARDS [DOB REDACTED]. A police officer initially spoke with Victim [NAME REDACTED]. Victim [NAME REDACTED] had punched and scratched him after an argument.
RICHARDS had been living with Victim since approximately September 2025. During the phone call, the police officer heard yelling in the background. Upon arrival, police officers had Victim [NAME REDACTED] into the hallway. Victim had a red mark on his left cheekbone and a scratch on his hand. Inside the apartment, police officer also spoke with RICHARDS. RICHARDS admitted that they had gotten into an argument. Victim then gave a statement where he explained that RICHARDS had punched him at least three times the previous night and scratched his hands.
On this occasion, Victim [NAME REDACTED] into an argument during which RICHARDS punched Victim twice. Victim was upset but not scared of RICHARDS. RICHARDS has several prior qualified domestic violence-related offense convictions within the last ten years. On November 19, 2025, RICHARDS was convicted of violating a harassment restraining order (court file no.: ••-CR-••-••••. On November 18, 2021, RICHARDS was convicted of violating an order for protection (court file no.: ••-CR-••-••••). On November 18, 2021, RICHARDS was convicted of violating an order for protection (court file no.: ••-CR-••-••••).
