On October 7, 2025, police received a report regarding the sexual assault of a 14-year-old girl, referred to herein as “Child.” Child’s mother and father came to the police department to report that they had discovered that Child was having sexual relations with an adult male, who police identified as YOSMAN EDUARDO ARRIAZA RAMOS [DOB REDACTED], hereinafter “Defendant.” Child’s parents had discovered videos on Child’s phone of her with a male, and when they asked Child [NAME REDACTED], she eventually admitted to being in a sexual relationship with Defendant.
Police were familiar with Defendant from an investigation regarding him having sexual contact with a 12-year-old girl. Defendant was charged for that conduct in court file 19HA-CR-25-576. He pled guilty and was sentenced on September 3, 2025, at which point he was briefly released from custody from September 3 to September 29, 2025. A detective spoke to Defendant regarding this case while he was still in custody on October 9, 2025. After being advised of his constitutional rights, Defendant admitted that he had been in a sexual relationship with Child, whom he knew to be a “minor.” He admitted that he had sex with her many times because they were a couple, and that they would have sex at her house in Eagan, Dakota County, Minnesota, because he was staying there.
On October 14, 2025, Child participated in a sexual assault examination at a hospital, in which she disclosed the following. Child [NAME REDACTED] on the bus when she was 13 and in seventh grade. Eventually, they started to hang out and they had sex one time while she was still 13. Defendant was then in jail for the sexual assault of the 12-year-old girl. After he got out of jail, they started to hang out again and Child [NAME REDACTED] into her house after her mother went to bed. Child [NAME REDACTED] had sex, and it was always okay with her.
Police completed a forensic examination of Child’s cell phone, which revealed multiple photographs and videos of Defendant and Child together, including a photo of Defendant and Child [NAME REDACTED] in a bed together and a video of Defendant putting his clothes on in a bedroom. Defendant is no longer in custody, and it is believed that he is no longer in the county. A warrant complaint is requested.
