On July 14, 2025, an officer from the West St. Paul Police Department responded to a home improvement store located in the City of West St. Paul, within Dakota County, on a report of theft. The complainant said a man identified as Derek Robert Jubinal [DOB REDACTED], the defendant herein, was at the store to pick up an online order for merchandise that had been paid for with a stolen credit card. The complainant attempted to speak with the defendant about the order, but the defendant said he was in a hurry and left the store without picking up the order.
This defendant was arrested later that day. During a post-Miranda statement, the defendant said a man identified as Antwan Harris told him he could get him a deal on materials at the home improvement store. The defendant said he paid Harris directly, Harris placed the order, and all he had to do was pick it up. The defendant said he thought it seemed “shady,” but he went along with it because it was cheaper. The defendant initially claimed this was the first time he had done this with Harris. Further investigation revealed that the defendant picked up 23 orders paid for with stolen credit cards between June 4, 2025 and July 14, 2025 at stores located in West St. Paul, Forest Lake, Fridley, Maplewood, Oakdale, and St. Paul.
The combined value of the merchandise was more than $30,000. On July 17, 2025, the investigator spoke with the defendant again. He told the defendant that his investigation revealed that the defendant picked up multiple orders worth more than $30,000. The defendant acknowledged his role in the transactions.
